O processo relativo ao nascimento dos municípios, à função que desempenharam no povoamento, na organização, na defesa e no desenvolvimento do território, aos problemas que tiveram de enfrentar e ao modo como se aguentaram no meio de todas as dificuldades, constitui o objecto do presente estudo. Divide-se este em três partes:
Na primeira parte, depois de uma vista de relance sobre os trabalhos de investigação ou de síntese dedicados à história dos municípios ou a temas afins, na Europa ocidental e em Portugal, analisam-se as principais teorias sobre a origem dos municípios, assim como os diversos contributos e influências que terão estado na sua génese, e estudam-se, de um ponto de vista geral, o processo conducente à criação dos municípios e as estruturas orgânicas de um município medieval.
Na segunda parte, traça-se uma panorâmica da história dos municípios portugueses ao longo dos vários reinados, desde o período leonês até à morte de D. Fernando, destacando-se especialmente os reinados de D. Afonso III e D. Dinis.
Na terceira parte, estudam-se as identidades regionais, procurando iluminar os laços de parentesco que unem os municípios em cada uma das diversas áreas geográficas do país. Com a preocupação de as enquadrar numa perspectiva global, assinalam-se algumas das vicissitudes que marcaram a história de muitos municípios, em cada uma dessas áreas.

The process relative to the birth of the municipalities, to the function they had at the peopling in the organisation, the defence and the development of the territory, to the problems that had to face and to the way how they sustain in the way of all difficulties, is the subject of this study. This dissertation is divided in the three parts:
In the first part, therefore of a sight of glance on the similar works of dedicated inquiry or synthesis to the history of the municipalities or subjects, in the Europe occidental and Portugal, the main theories are analysed on he origin of municipalities, as well as the diverse contribution and influences that will have been in its genesis, and are studied, of a general point of view, the conducive process to the creation of the municipalities and the organic structures of a medieval municipality.
In the second part, is traced a panoramic of the history of portuguese municipalities during several reigns, since the leonese periods to the death of D. Fernando, and specially in the reigns of D. Afonso III and D. Dinis.
In the third part, the regional identities are studied, looking for to illuminate the kinship bows that join the municipalities in each one of the diverse geographic areas of the country. With the concern to frame them in a global perspective, some of the vicissitudes ha marked the history of many municipalities, in each one of these areas.
